    Recommended Action:  Motion to adopt the Resolution  Contingent upon receipt of a letter from Lowes, within 30 days, providing their average salary schedule; and providing a detailed explanation of their March 23, 2000 correspondence to the City Manager outlining how they intend to "use reasonable efforts to encourage its contractors to use local residents who are graduates of, or enrolled in, a certified State-approved apprenticeship program."

  1. GUMARO GOMEZ REQUESTS AN APPEAL OF THE PLANNING COMMISSION'S DECISION DENYING THE USE PERMIT TO ALLOW THE OPERATION OF AN AUTOMOBILE REPAIR FACILITY ON AN EXISTING TWO (2) +/- ACRE SITE LOCATED AT 901 EAST EIGHTEENTH STREET (UP-99-24) (Continued from 3/14/00)

    Recommended Action:  Motion to adopt the Resolution denying the appeal Resolution 2000/50, 3/2, Sudario, Rocha

  1. THE ANTIOCH CITY COUNCIL WILL CONSIDER AN INTERIM ORDINANCE TO IMPLEMENT ASPECTS OF MEASURE "U", THE ADVISORY MEASURE PASSED IN NOVEMBER 1998.   THE PROPOSED INTERIM ORDINANCE WILL:

  1. Limit the rate of growth for new residential development up to a maximum of 500 building permits issued per year; and

  2. Require that new residential development provide job creation at a rate of up to two (2) jobs for every residential unit.  This could be accomplished by directly providing jobs, payment of an appropriate fee, or other method as determined appropriate.

    Recommended Action:  Motion to recommend the City Council review the Interim Ordinance, provide comments and direction to staff as appropriate, and continue the item to the Council meeting of April 25, 2000 5/0, to have subcommittee continue to work until come to some conclusion
